With that being said, you should remove "re-uploaded" from the title. It's against the rules to repuload something that has been blammed or removed by the mods, so that could be confusing for people. Also, it IS also against the rules to take something down and reupload it for a try at a better score, so you might not want t do that...

His name is @Luka1991 he would create new accounts and spam my videos with bad reviews. And he'll comment on his own videos with great reviews( even tho their terrible.)

I said his lasted video was terrible and I didn't mean to be rude but I didn't like his animation. So what he did was rate all my videos 0's and spam them with bad reviews. I've gotten 5 stars from my new video but he blasted it with hate mail.
